Title

Amending Chapter 20-1000 of The Philadelphia Code (“Political Contributions and Expenditures”) to add and make changes to provisions regarding campaign contributions and disclosure of political committee expenditures; all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

 

SECTION 1. Chapter 20-1000 of The Philadelphia Code is hereby amended as follows:

§ 20-1002.  Contribution Limitations.

(a)   ***

 

(b)   The maximum amounts for purposes of subsections 20-1002(2), (7)(b), and (8)(b) and 20-1003(5) shall equal twelve thousand dollars ($12,000), multiplied by the CPI Multiplier, rounded to the nearest one hundred dollars ($100).

 

The Finance Director shall certify the new maximum amounts in writing to the Mayor, the City Council President, the Chief Clerk of Council, and the Board of Ethics.

§ 20-1003.  Candidate Political Committee Accounts.

(5)  Except for expenditures for advertising, a candidate’s campaign shall not make expenditures of more than $12,000 through a vendor, another political committee, or other person. For expenditures for advertising, a candidate’s campaign shall obtain and maintain receipts and documentation of where and when the relevant advertising ran, which shall be made available to the Board upon request. For expenditures of less than $12,000 that are made through a vendor, another political committee, or other person, a candidate’s campaign shall, on the relevant campaign finance report, fully and accurately describe the nature and purpose of the expenditure when the recipient of the expenditure will expend the funds received.
